Outside on approach laying next to divider, no reaction towards handler attempting to coax over, did not move or look over despite trying to get dogs attention, closed divider and met dog outside. Dog was standing in middle of kennel with tightly tucked tail, wide eyed, very timid, no interest in treats offered and wary of handler, would not approach front of kennel. Retreated to divider when opening kennel door, head shy with leash placement but able to place large loop over head, would slowly walk to front of kennel but froze, does not walk on leash. Skin crawled heavily and became tense when petted, tolerated handler picking up and carrying into taxi. Observant in taxi, no escape attempts but did not settle from looking over taxi, slightly erratic, rode fine to m&g room. Once in room dog exited taxi quickly and began urinating, tail tucked, tense body, distant from handler all of evaluation. Would not approach handler for treats or coaxing, slowly paced around room for all of evaluation, would enter and leave taxi periodically, wide eyed and heavy wide mouth panting. Tenses up when approached and slowly evades handler, walked into taxi on own. Rode fine back to kennel, hesitant to exit taxi into kennel but walked into kennel on own, allowed handler to slowly approach and remove leash by hand.
